Recognizing the importance of the Anti-Poverty Program of the Office of the Vice President (OVP), National Engagement Strategy (NES) in the Philippines met with Vice President Maria Leonor “Leni” Gerona Robredo on 22 August 2017 to explore possibilities of partnerships with the initiatives of the NES platform. NES Philippines believes that the Anti-Poverty Framework of the OVP can be enhanced by the actions of the network on land rights, as access to land and tenurial security are essential elements in poverty and hunger reduction, particularly in rural Philippines.
The group introduced the NES of the International Land Coalition (ILC) in the Philippines and presented the land policy agenda of NES on the proposed legislations on the Indigenous Community Conserved Area (ICCA), National Land Use Act (NLUA), Agribusiness Venture Arrangement (AVA), Completion of the Notice of Coverage (NOC) of the land acquisition and distribution (LAD) component of the Comprehensive Agrarian Reform Program (CARP), and the Joint Administration Order (JAO) 1 of 2012 on overlapping claims.
Present in the meeting, as well, are representatives from the Food and Agriculture Organization (FAO) and World Bank (WB) in the Philippines to present their programs and initiatives on land governance.
Having common areas of implementation, NES Philippines will be engaging with the ANGAT BUHAY Program of the OVP on strengthening rights to land and linking vulnerable communities to opportunities for sustainable growth.
