Farmers protest on the slow-paced passage of the bill on extending the agrarian reform program

At least 16 farmers from Task Force Mapalad (TFM) threw snails at the House of Representatives on 24 February as a protest to the delay in the plenary debates on the House Bill 4296 extending and reforming the Comprehensive Agrarian Reform Program (CARP).

The bill seeks to extend the issuance of the Notices of Coverage (NOCs) and distribute these parcels of land to farmers up to 30 June 2016, as the land acquisition and distribution component of the land reform program has expired in 2014. Moreover, the President has long endorsed the passage of the bill. However, committee chairman Majority Leader Neptali Gonzales II was said to be refusing to move for the passage of the bill.

Gonzales admits that the bill was not part of the priority legislations in the Congress and that there was resistance in the chamber to the passage of the bill.
